A member of the Philippine National Police Class of 1996 and has been in the service for 25 years. She has a degree in Master in Public Management Major in Development Security.

She was the former chief of the Anti-Trafficking In Persons Division of the Philippine National Police Women and Children Protection Center and three-year stint, she has led 92 operations which resulted in the rescue of 264 victims and the arrest of 66 suspects.

P/Col Portento has initiated projects like the Child-Friendly Room, a space where child victims will be processed and presented an environment that eases the trauma after being rescued and separated from their families. Likewise, she initiated a Donation Drive for Online Sexual Exploitation of Children Victims, where said items are being turned over to the shelter.
